Janice Riley

Kitsap County District Court, Treatment Court Manager

Janice Riley is the Treatment Court Manager for Kitsap County District Court, where she oversees the Behavioral Health Court and THRIVE Court programs. A veteran of the U.S. Air Force (2003–2007), Janice earned her bachelor’s degree in psychology from the University of Wyoming in 2012 and a master’s degree in public administration from American Military University in 2024.

Her career began in the human services field, and since 2016, she has focused her work on therapeutic courts. She began her work with the courts as a Compliance Specialist for Kitsap County Superior Court, where she worked with the Adult Drug Court, Family Treatment Court, and Veterans Court programs. In 2022, she moved to the Washington State Administrative Office of the Courts’ behavioral health team, where she was promoted to Senior Program Analyst and served as the State Therapeutic Court Lead. Janice is passionate about expanding and improving therapeutic courts throughout the state.
